Report of the Committee on German Questions to the Council of Foreign Ministers97
Proposed Agenda for the Council of Foreign Ministers in Moscow on March 10, 1947
The next meeting of the Council of Foreign Ministers shall be held at Moscow on March 10, 1947. The agenda for the session will include the following:

- Consideration of the Report of the Allied Control Authority, which
is requested to submit a report on the following subject:
- a.
- Report for the elapsed period on the [main sections of the decisions of the Berlin Conference]98 [U.K.–U.S. and U.S.S.R. proposal] [following points:] [French proposal] demilitarization, denazification, democratization, economic principles, reparations. [This report shall give in particular an assessment of all past removals from Germany, whether by way of commercial experts [exports?] or by way of reparation and whether in the form of capital equipment or deliveries from current production.] [U.K. proposal]
- b.
- The establishment of central administrations and other problems connected with the economic [and financial] [U.K. proposal] political [situation] [French proposal] [future] [U.K.–U.S. and U.S.S.R. proposal] of Germany [under quadripartite government] [U.K.–U.S. and French proposal.]
- c.
- The form and scope of the provisional political organization of Germany [under quadripartite government] (U.K. and French proposal)
- d.
- Liquidation of Prussia

- [Consideration of the report of the Deputies for Germany] (This tentative formula is inserted for consideration in the event the appointment of Deputies for Germany is approved.)
- 3.
- [Future boundaries of Germany.] (U.K., U.S. and French proposal)
- [Preparation of a peace treaty with Germany: procedure for its preparation, appointment of special deputies, basic directives.] (U.S.S.R. proposal)
- 4.
- U.S. draft disarmament and demilitarization treaty and other measures for economic and military control of Germany [for ensuring European security] (French proposal)
- 5.
- [Consideration of French proposals for the Ruhr and Rhineland in connection with paragraphs 3 and 4.] (U.K., U.S. and French proposal)
- 6.
- [Preparation of a Peace Treaty with Germany.] (U.K., U.S. and French proposal)

- Consideration of the report already submitted by the Committee of Coal Experts.

The Committee, also sometimes referred to as the German Subcommittee or the Committee of the Representatives of the Four Ministers, met on December 10, 1946, at which time this Report was prepared. The American Delegation’s rough draft notes of the Committee’s meeting are included in the CFM Files, Lot M–88, Box 2084, Germany.
This Report, which bears no CFM document number and is marked “Working Draft” in the source text, was considered and amended by the Council of Foreign Ministers at its 22nd Meeting, December 11, 1946; see the United States Delegation Record and the Record of Decisions of that meeting, pp. 1521 and 1530.
