Naval Clauses of the Peace Treaties

1.
The Naval Committee have examined eight questions in connection with the naval clauses of the Peace Treaties, which have arisen as a result of, or since, the Paris Peace Conference.
2.
They forward herewith their recommendations in respect of seven of the items discussed; on item 7 full agreement has not yet been reached.
3.
In making their recommendations they have taken note of Italian memorandum CFM(46) (NY)56,67 and have proposed partial satisfaction of the Italian request.

Enclosure No. 1

Recommendations of Naval Committee

1. Italian Treaty, Art. 11.68

For “On the North by the parallel of 45° 17′ N”, read—“On the North by a line passing through the Porto del Quieto, equidistant from the coastline of the Free Territory of Trieste and Yugoslavia, and thence to the point 45°15′ N, 13°24′ E.”

Point (1) to read—“45°15′ N, 13°24′ E.”

2. Italian Treaty, Art. 47.69

Substitute new clause 2 as follows—

Additional units not listed in Annex 4, and employed only for the specific purpose of mine-sweeping may continue to be employed until the end of the mine-sweeping period, as determined by the International Central Board for Mine Clearance of European Waters.

Within two months from the end of the said period, such of these vessels as are on loan to the Italian Navy from other Powers shall be returned to those Powers, and all other additional units shall be disarmed and converted to civilian use.

3. Finnish Treaty, Art. 13A.70

Substitute new clause 2 as follows—

During this post-war mine-clearance period, Finland may retain additional naval units, employed only for the specific purpose of mine-sweeping, over and above the tonnage permitted in Article 13, para 1(b).

Within two months of the end of the said period, such of these vessels as are on loan to the Finnish Navy from other Powers shall be returned to those Powers, and all other additional units shall be disarmed and converted to civilian use.

4. Italian Treaty, Art. 48.71

Add new clause as follows—

2. “In the event of loss or damage, from whatever cause, to any of the vessels in Annex 4B scheduled for transfer, and which cannot be made good by the agreed date for transfer of the vessel or vessels concerned, Italy undertakes to replace such vessel or vessels by equivalent tonnage from the List in Annex 4A, the actual vessel or vessels to be substituted being selected by the Ambassadors in Rome of the Governments of France, the U.K., U.S.A., and U.S.S.R.”

5. Italian Treaty, Art. 49.72

Add new phrase at end of clause 2—

“Under the supervision of the Ambassadors in Rome of France, the U.K., U.S.A., and U.S.S.R., Italy may also salvage such equipment and spare parts of a non-warlike character as are readily adaptable for use in her civil economy.”

6. Italian Treaty, Art. 51.73

Increase personnel by 2500, with following consequent modifications to text—

  • Clause 1 —For 22,500 read 25,000.
  • Clause 3(a)—For 27,500 read 30,000.
  • (b)—For 22,500 read 25,000.

7. Italian Treaty, Annex 4A.74

Three members of the Committee concur in the proposal to make the following addition to Annex 4A.

Minor War Vessels. Under Minesweepers add—

“together with 16 YMS type acquired from the United States.”

The British representative reserved his position.

8. Italian Treaty, Annex 4.

Full names of Italian warships to be inserted throughout. Details as in Enclosure No. 2.75
