Questions Concerning Germany

The Soviet Delegation submits the following proposals regarding the agenda, date and meeting place of the next session of the Council of Foreign Ministers:

a)
To convene the next session of the Council of Foreign Ministers to consider German and Austrian questions to meet in . . . . . on . . . . . 1947.
b)
To approve the following agenda for the session:
1.
Report by the Control Council for the elapsed period on the main sections of the decisions of the Berlin Conference: demilitarization, democratization, economic principles, reparation;
2.
Central German administration and the question of a German Government;
3.
Preparation of a Peace Treaty with Germany: procedure for its preparation, appointment of special deputies, basic directives;
4.
Preparation of a Treaty with Austria;
5.
Liquidation of Prussia (Question referred from the Control Council);
6.
Report by the Committee of Coal Experts (decision of the Council of Ministers of July 12, 1946).
c)
To ask the Control Council to submit to the Council of Foreign Ministers two weeks before the opening of the session a report on its activities as provided for in the above Council agenda.
