The Ambassador in France (Caffery) to the Secretary of State

1692. For the Secretary. Following is translation of a second note (my 1649, April 7)69 delivered at same time as French reply on meeting of Council of Foreign Ministers transmitted in my immediately preceding telegram:
Mr. Ambassador: I have informed Your Excellency that the French Govt accepted the proposal of the Secretary of State regarding the meeting of the Council of Foreign Ministers on April 25 at Paris.
The French Govt trusts (compte) that this meeting of the Council of Foreign Ministers will be the occasion to examine German questions to which the French Govt had already drawn attention of the United States Govt by its communication of the first of March last reaffirming the terms of its memorandum of September 13.70
