Peace Treaty With Italy: Free Territory of Trieste

The representatives of France, U.S.S.R., U.K., and U.S.A., assembled on . . . . . at New York as the Council of Foreign Ministers, have agreed that their Governments will recommend to the General [Page 1403] Assembly of the United Nations during its present session, the taking of the necessary steps to furnish to the Free Territory of Trieste such sums as may, in the opinion of the General Assembly, be needed during the first six months’ period a) to meet the salary and expenses of the Governor and any deficit in the administrative budget of the Territory and b) to make available the foreign exchange resources required to meet any deficit on the Territory’s external balance of payments, and will take all necessary measures to support such steps in the United Nations.
