Delsec 1094. Foreign Minister should be informed reurtel 4193, November 10, that CFM discussions on Trieste were postponed at [Page 1111] US initiative not for reasons set out in your telegram but in order to give time for ascertaining the attitude of members as to recommendations of the Paris Conference as to all treaties before entering upon detailed examination of any single problem in any treaty.

In so far as United States is concerned this Government considers that it is bound by the CFM decision of July 3 relating to the French line and to the establishment of the Free Territory of Trieste and by the Conference recommendations on this subject which were adopted by a majority of two-thirds. This Government has no intention of taking the initiative in advocating any other solution.

Any decision of the Italian Government to carry on direct negotiations with Yugoslavia in this connection is, of course, a matter for the Italian and Yugoslav Governments to determine themselves, but any agreement which might not be in harmony with the CFM decision and the Conference recommendations would have to be scrutinized with the greatest care. It is obvious that without further information regarding future trend of negotiations no assurance could be given in advance that agreement resulting from such discussions could secure guarantee of United Nations under the Security Council. Should the Italian Government decide to proceed with further discussions with Yugoslav Government, it is hoped that Signer Nenni will keep us thoroughly informed of their progress and of any new development.90

    “Substance your telegram (Delsec 1094, November 11) orally communicated to Foreign Minister last evening. After expressing his appreciation for your prompt reply, the first and only reply thus far received from any of the four powers, he stated that there had been no further moves by the Yugoslavs. Nenni assured me that if there were any developments he would keep me fully informed.” (740.00119 Council/11–1346)
