The Council next considered the recommendations of the Paris Conference on the Treaty with Finland with the following results:

The U.K. and U.S.S.R. Delegations having notified their acceptance of its provisions, this Article was adopted.

III Questions on Which no Recommendation Was Made by the Paris Conference
a) Treaty with Hungary
Article 20. Withdrawal of Allied Troops86
With reference to Article 63 of the Italian Treaty,87 the United Kingdom representative enquired whether Soviet troops could not be withdrawn from the Balkan countries. The U.S.S.R. Delegation said that this question was not on the agenda and it could not be discussed without appropriate preparation and consultation with the Soviet military authorities.
b) Treaty with Finland
Article 26, para. 3. Restitution of Identifiable Property88
It was agreed to refer this paragraph to the Deputies to consider whether a general wording could be agreed applicable to Finland, the Balkan States, and Italy, taking account in each particular case of the date of the Armistice.
