2833. Secdel 259. For the Secretary. Following telegram addressed to you has been received from Abdelrahman Azzam Secy Gen League Arab States:

“Report was brought to notice Council League Arab States meeting now Bloudan Syria that British Govt proposed to Council Foreign Ministers that delegation be sent Tripolitania Cyrenaica to investigate wishes and desires of people concerning their political future. Arab League Council unanimously authorised me convey Your Excellency and other Foreign Ministers that they are directly concerned with future of these Arabs and that under pact of Arab League they must support with all means development of rights and interests of Arabs Lybia. Therefore League is anxious to be represented in any delegation for investigations in Lybia. In case British proposal accepted we are anxious to be invited to take part and be given notice of time and procedures. With best wishes and highest consideration.”
