Gentlemen: On the orders of my Government, I have the honour to forward to you a Memorandum prepared by His Excellency Monsieur Wang Shih Chieh, Minister for Foreign Affairs in China, concerning the examination and procedure to be adopted in connection with problems which may arise, both in the course of the meetings of your Council and during the Conference which is due to be called, and which may not directly concern the Peace Treaties with Italy, Roumania, Bulgaria, Hungary and Finland.

The Chinese Embassy in France to the Council of Foreign Ministers

Memorandum

In accordance with the Moscow Agreement of December, 1945, to which the Government of China had signified its adherence, a Conference whose object is to examine the Peace Treaties with Italy, Roumania, Bulgaria, Hungary and Finland will be called by the Council of Foreign Ministers.

Being a Member of the said Council, the Chinese Government reserves the right to object to the placing on the agenda of the Conference which is to be called of any subjects except those which were stipulated in the Moscow Agreement without a preliminary consultation with the Chinese Government.

The Chinese Government further wishes to recall the procedure adopted at the meeting of the Council of Foreign Ministers in London in September, 1945, in accordance with which questions concerning the conclusion of peace treaties were to be discussed by all the five Members of the Council, although the voting was to be limited to the signatories of the corresponding armistice terms.

In the absence of any new agreement between the Members of the Council, the Chinese Government maintains that the procedure referred to above should be observed and applied during the discussions concerning the conclusion of peace treaties with Germany or other countries.
