Proposal by the United States Delegation to the Council of Foreign Ministers

secret
C.F.M. (46) 62

Future Procedure of Council

The Council of Foreign Ministers, having discussed many unsettled issues involved in the proposed treaties and having settled some of these and having been unable at the present time to resolve others of them, have decided:

a)
To direct the Deputies to prepare drafts of the treaties on the basis of existing decisions and of such further agreements which may be reached by the Deputies and to report on matters on which there is no agreement; and
b)
To call, in accordance with the agreement reached at Moscow, a Peace conference to meet in Paris on 15th June, to which draft treaties shall be submitted so that in the final drafting of the treaties the Council shall have the benefit and assistance of recommendations made by the Peace Conference.

Paris, 10 May, 1946.86
