During a conversation with Mr. Gore-Booth this afternoon at Lake Success I told him that our proposals which had hitherto been described as tentative were now firm. He indicated that the British were in agreement with us with the exception of India rather than Belgium initially for the Security Council. They will undoubtedly support [Page 223] India as long as there is a chance for her to be elected, and if and when that should be foreclosed they will switch to Belgium.

I believe there is some doubt as to Uruguay in their mind, inasmuch as Mr. Gore-Booth seemed a bit depressed when I suggested that we were not too pleased over the efforts being made by Argentina in this matter.
