The Ambassador in China (Hurley) to the Secretary of State

196. During conference with the Generalissimo and T. V. Soong (ReEmbs 167, February 4, 2 p.m.), I was advised that Chiang had [Page 856] received a telegram from the Soviet Government postponing Soong’s visit to Moscow until latter part of March or the first of April. Reason stated was present status of the war in Europe. Intimation was that Soviets desired European war concluded before meeting with Chiang’s representative takes place.
