93. Arrangements [to] send Gavin and Mackenzie agreeable to theater commander3 and Wong Wen-hao, chairman Chinese WPB3a and concurrently Economic Affairs Minister and Director National Resources Commission (ReDeptel 74, January 13, 8 p.m.).

Wong and Coonley4 state they believe these men will be helpful in war effort; that Donald Nelson5 assumably knows of this project; [Page 1426] and that men named meet general specifications made known by Coonley to Nelson. Behalf Chinese Government Wong states they will be welcome. Coonley expresses hope they will arrive here early February.
