2431. Urtel 4009, November 29.22 From Clayton. Since preliminary discussions between Mr. Crowley and General Rudenko in which General Rudenko requested a line of credit of $1 billion for purchase of equipment in U.S. and which did not result in any commitment on part of this Government, no further discussions have taken place.
Dept has been pursuing policy of not encouraging active discussions and at present matter is dormant. [Clayton.]
