Sir: I have the honor to refer to the Department’s Secret instruction No. 592 of February 13, 1945, enclosing the final draft of the Soviet Fourth Protocol and, in compliance therewith, to enclose the original official copy for the United States Government, duly signed today in Ottawa⁴¹ by me on behalf of the United States Government, by the Right Honorable Malcolm MacDonald⁴² for the United Kingdom, by Mr. W. L. Mackenzie King⁴³ and Mr. J. L. Ilsley⁴⁴ for Canada, and by Mr. G. Zaroubin for the Soviet Union.
