352. London’s 935, January 26 to Department repeated to Paris.15 After consultation with British Embassy, which presumably has similar instructions please invite appropriate French authorities to participate in forthcoming negotiations with the Swiss with particular reference to aspects thereof in which France has direct interest. It is planned that negotiations will include both economic warfare and Safehaven 16 considerations, and presentation will, of course, depend on conversations which Delegation will have in London and Paris [Page 776] (it is on the point of leaving) and on the military situation at the time of arrival at Bern.
