489. Department is undoubtedly aware of the fact that the Soviet Government is asking for substantial increase in the shipments of petroleum products under Lend Lease to the Soviet Union for the balance of the protocol year.65 If it is considered that we should be permitted to participate in Rumanian oil production matters to assure maximum production through the establishment of a tripartite commission of experts (re Department’s 2848 December 18, 9 [8] p.m.,66 and 261 February 7, 8 p.m.) is it not opportune to suggest to the Soviet Government that its request for additional petroleum [Page 650] products will be viewed simultaneously with satisfactory reply to our demands in connection with the above?
