Lisbon , March 27, 1945.

Mr. Chargé d’affaires: Inasmuch as the Portuguese Government and the Government of the United States have agreed, pursuant to the request made by the latter, on the terms under which the Air Transport Command plan may be carried out through Portuguese territory in Europe, I hereby inform you on behalf of the Portuguese Government that the enclosed document and annex thereto²⁹ constitute the said agreement, which will enter into force on the date of this note and an identical note from you on behalf of the Government of the United States.
