2348. Your 3078, March 28 [24] 7 [8] p.m. No discretion may be given you to approve, in principle any type of Swedish relief shipments to Norway. Because of military and economic warfare factors involved, each case must be referred to Washington for consideration by the interested agencies of this Government.

For your confidential information, a special Ad Hoc Committee consisting of representatives of the State, War and Navy Departments and a FEA33 adviser, has been established to handle proposed relief shipments from Sweden to Norway. Unanimous decision is required before any shipment can be approved. In the event of disagreement, the case in question is referred to the United States Joint Chiefs of Staff. The seed grain application is at present being considered by the latter body.
