82. The War Department desires to obtain the permission of the Portuguese Government to make landings in Lisbon of planes of the Air Transport Command on regularly scheduled flights from the United States to Paris and Rome. As Mr. George1 is thoroughly familiar with this project he is being sent to Lisbon, accompanied by Colonel Payne,2 to assist you. They expect to leave Washington the morning of the 16th by transport plane and to proceed via Casablanca.
