The Ambassador in Portugal ( Baruch ) to the Secretary of State

1740. The necessity for action in removing German officials and agents from Portugal is urgent owing to fact that position of ex-German officials here is becoming open scandal and detrimental to Allied prestige.

Although we have had no indication as yet from AmPolAd Frankfort or from the Department whether lists of German officials and agents whose repatriation we desire have been approved we intend in absence of instructions to the contrary (Department’s telegram 1331 August 10, 9 p.m.) to approach Portuguese request their maximum assistance in the matter and inform them that we will be ready to send first contingent within several days. Transportation will be arranged through Military Air Attaché32 and Air Transport Command. British Embassy is similarly advising Foreign Office. French instructions are sufficiently broad to permit French Legation to support our action without further reference to Paris.
