Aide-Mémoire
The Department of State is in general sympathy with the views contained in the proposed message from the British Prime Minister to Marshal Stalin appended to the aide-mémoire prepared in the British Embassy at Washington on April 17, 1945 regarding the proposal to send Allied representatives to Vienna to work out arrangements for zones of occupation there. It prefers, however, to make its own similar approach to the Soviet Government on this subject through the American Chargé d’Affaires at Moscow along the lines of a telegram of which a paraphrase is attached hereto,42 rather than in the form of a message from the President.
