5226. Comea 267. The Soviet Rep on the EAC has informed me that his Govt has approved the agreement between the four powers regarding amendments to the agreement on control machinery in Germany, as submitted by the EAC on May 1, to provide for the inclusion of France as the fourth controlling power. By this action approval of the May 1 amendments to the control machinery agreement has been completed by the four Govts.84
Gousev stated informally that his Govt assumes that no approval is required of the May 1 agreement amending the instrument of unconditional surrender,85 since the four Govts have already approved the declaration on the defeat of Germany, recommended by the EAC on May 12 (my 5087; repeated to Paris as 29386).
