Dear Jack: In reply to your letter of January 31, 1945, enclosing a suggested cable to Winant with respect to the zones of occupation in Germany, I have not taken any action on this in view of the developments [Page 181] on February 1, which were set forth in a cable of that date from the Secretary of State, a paraphrase of which I have sent to you.52
