The Paris Conference on Reparation recommends that reparation settlement not be considered as limiting the power of the countries represented to negotiate with some future German Govt regarding settlement of pecuniary claims against Germany arising out of contract and other rights which preceded existence of a state of war between Germany and the country concerned.”
