The Secretary of State to the Appointed Ambassador in China (Hurley)

1626. Unless you perceive objection to so doing, please see the Foreign Minister and inquire as to the present status of the proposal for the dissolution of the China Foundation (ReEmbs 1704, October 18, 4 p.m.). For your information and for possible use in your conversation with Soong, the mechanics and legal complications involved in such dissolution by December 31, in so far as the Foundation’s obligations and funds in the United States are concerned, present an almost insurmountable task. You will understand and cause Soong to understand in the event that you decide to mention this phase of the matter, that the foregoing is separate and apart from our fundamental concern over the proposed dissolution of the Foundation.
