1513. I saw Foreign Minister yesterday, reurtel 1163, September 1. He stated that as areas concerned are still in Jap hands no action has been taken but he sees no reason why provisions of articles II and III of treaty cannot be implemented satisfactorily when Diplomatic Quarter and Settlements are taken over. He inquired what particularly Department had in mind in making its inquiry.
