The Secretary of State to the Ambassador in China (Gauss)

1163. 1. Please refer to Articles II and III of the Treaty for the Relinquishment of Extraterritorial Rights in China, signed on January 11, 1943.1 These Articles provide that the Chinese Government, in taking over administration and control of the Diplomatic Quarter at Peiping and the International Settlements at Shanghai and Amoy, will make provision for the assumption and discharge of the official obligations and liabilities of the Diplomatic Quarter and of those Settlements and for the recognition and protection of all legitimate rights therein.

2. Department feels that the satisfactory implementation of these provisions is important and would like to know what measures the Chinese Government has already taken or contemplates taking to carry out its undertaking. Please informally discuss this matter with Dr. Soong2 at an early date.
