We are taking up vigorously with Chinese Government subject of our 97, January 15, by formal note to Foreign Office and as soon [Page 1099] as it can be arranged personal interview with Soong,5 and Kunming [is] being instructed to avoid publicity and report fully [and] promptly developments; to telegraph in confidential code, repeating telegrams to Department.
