Embassy has secret information that Chinese draft of proposed commercial and consular treaty with U.S. has been completed by Foreign Office and is circulating to other Ministries for examination with instructions to speed the work.17 It is probable that it is desired to have the draft ready for Wei Tao-ming18 to take back to Washington when he leaves in near future. I again urge that we get on with our draft of a proposed treaty as rapidly as possible.
