The Ambassador in China (Gauss) to the Secretary of State

Sir: With reference to my despatch no. 2411 of April 8th, on the subject of the right of aliens to acquire and hold land in China, I have now the honor to enclose copy of a memorandum of conversation [Page 1015] with the Minister for Foreign Affairs together with copy of a memorandum handed me by the latter outlining the treaty provisions and provisions of Chinese law on foreign landholding in China.16
The enclosures contribute nothing further to the general subject as discussed in despatch no. 2411, but it will be of interest to note the remark to me by the Foreign Minister that China is disposed to grant to Americans the same rights granted to other foreign nationals and that China will be prepared to concede to Americans the right to acquire and hold real property in China.
