965. Referring to Department’s telegram26 in regard to new Chinese Supply Commission, Department would appreciate receiving, for its own information and possible use in discussions with American businessmen, Embassy’s views on following: (1) does Commission speak for National Government on questions relating to post-war reconstruction projects negotiated in this country or does it represent merely a group or agency in the Government; (2) if the former, do all projects negotiated in this country need to have Commission’s approval?
