The Ambassador in China (Gauss) to the Secretary of State

842. General Shang Chen,48 head of Chinese military mission to U. S., left Chungking by plane en route to United States May 8, accompanied by following members of mission: Major General Tsai Weng-chih (member of Hsiung Shih-hui mission), Colonel Tien Shih-ying, Lieutenant Colonel Lee Min-hsien (Aide de Camp to General Shang and member Hsiung mission), Colonel Chen Hung-lien (Secretary), and Yuan Shih-chi and Lao Shao-yung (Attachés).
Military Attaché DePass states General Tsai informed him just prior to departure that mission entirely new without connection with former mission and that arrangements for mission were made by Combined Chiefs of Staff and War Department at Washington. DePass expects to forward to War Department biographical data on members which assumably will be made available to State.
Shang (who speaks English) is friendly toward Americans, has been helpful to Embassy on several occasions and is trusted lieutenant of Generalissimo.
We suggest all possible courtesies and assistance be given by Department to Shang who has been long and favorably known to Foreign Service officers in China.
