Memorandum of Conversation, by the Secretary of State
General Shang Chen, head of the Chinese Military Mission, Dr. H. H. Kung, and the Chinese Ambassador called at their request. [Page 804] They were somewhat put out at the report that Russia was opposed to having concurrent security conversations by the two groups of three nations each that are to discuss informally the security problems and proposals. I again reviewed just what I had done in an effort to be of help to China and concluded by saying that the Russians on their own initiative expressed their opposition to having concurrent meetings. I said that this made clear the need for better relations between the two countries of Russia and China and I favored this, as I had been saying since I was at Moscow, without reference to the question of whose fault the present situation was.
