- The National Government of the Republic of China desirous of securing effective unification of all military forces in China for the purpose of accomplishing the speedy defeat of Japan, and looking forward to the post-war reconstruction of China agrees, as a wartime measure, pending the convocation of the People’s Assembly, to give immediate recognition of the Communist Party as a legal party; and incorporate the regular Communist troops in the National Army, who [Page 704] will then receive equal treatment as the other units in respect of pay, allowance, munitions and other supplies.

- The Communist Party of China give their full support to the National Government in the prosecution of this patriotic war, and in the post-war reconstruction, and give over control of all their troops to the National Government, through the National Military Council.

- The aim of the National Government, to which the Communist Party subscribes, is to carry out the Principles of Sun Yat-sen for the establishment in China of a government of the people, for the people and by the people, and will pursue policies designed to promote the progress and development of democratic processes in government.
- In accordance with the provisions of the “Outline of the Program for the Prosecution of the War of Resistance and Reconstruction”, freedom of speech, freedom of the press, freedom of assembly and association and other civil liberties are hereby guaranteed, subject only to the specific needs of security in the effective prosecution of the war against Japan.
