The Ambassador in China (Gauss) to the Secretary of State

Sir: I have the honor to refer to the Embassy’s despatch 2969, September 19, 1944, transmitting a copy of a report83 on the Chinese Communist newspaper Chieh Fang Jih Pao (Emancipation Daily), and to enclose a copy of a report (no. 14) “Inauguration of Daily News Broadcasts from Yenan”84 prepared by Mr. John S. Service, Second Secretary on detail to General Stilwell’s Headquarters, who is with the United States Army Observer Section which is now at Yenan, Shensi (seat of the Chinese Communist regime).

According to this report, the New China News Agency, an organ of the Chinese Communist Party, commenced on August 15, 1944, an experimental daily broadcast of news in English from a one-kilowatt radio station in Yenan. The service is in Morse code and is beamed on San Francisco on the following wave lengths: 11:30 GMT on 40.005 meters and 36.39 meters; and 01:00 GMT on 26.5 meters. The call of the station is CSE DE XNCE.

Mr. Service comments that the obvious intent of the Chinese Communists in establishing this service is to present the Chinese Communist attitude, views and accomplishments to the world.

The Office of War Information in Chungking has been monitoring these Yenan broadcasts and supplying the Embassy and other American Government agencies in Chungking with copies of the texts of the broadcasts. According to the Office of War Information, reception of the Yenan transmissions in Chungking has been spotty owing mainly to excessive interference. The Office of War Information here has received a report from San Francisco to the effect that the Yenan broadcasts have been received there.
