Generalissimo’s speech to PPC 16[th] (our 1576, September 18) is encouraging to extent that [it] seemingly shows increased realization on his part of need for army reforms, improvement of Sino-Soviet relations and coordination of financial and economic policies but apart from granting PPC additional powers of no particular significance [Page 581] and a vague reference to possible earlier termination of period of tutelage speech seems unresponsive to growing demand for implementation of democrary and constitutionalism.

Most [Gmo’s] treatment of Communist problem offers no new approach to solution thereof and gives the appearance of window dressing which according some liberal Chinese sources is result of both American and internal pressure.
