The Ambassador in China (Gauss) to the Secretary of State

1571. Kmt–Communist negotiations were openly discussed in PPC session 15th, Chang Chih-chung speaking for Government76 and Lin Tsu-han for Communists.77 Texts of exchanges of proposals and letters appearing press this morning. Essence of proposals was contained in despatch 2940, September 6.

Central News Agency’s English language version of progress of; negotiations endeavors to place responsibility for failure to reach-agreement on Communists. But as indicated in reference despatch, study of proposal shows Government unwilling meet Communist demands for democracy and equality of party status or those impairing national sovereignty while Communists unlikely to make concessions placing them under Government domination and control.

In an apparent attempt to break impasse, PPC passed resolution 15th to send investigation party to Yenan to investigate conditions and submit report to Government with recommendations for strengthening national unity and China’s fighting power. Party comprises five PPC delegates, including managing director[s] Ta Kung Pao and Commercial Press and two members Academia Sinica.
