The Ambassador in China (Gauss) to the Secretary of State

539. Under date March 24, Embassy telegraphed Drumright at Sian (1) to keep us currently advised all pertinent information he could obtain (our 485, March 18 and last paragraph 497, March 21;14 (2) to keep in touch with Americans in areas which might be threatened with view to advising them, if circumstances should warrant, to withdraw in ample time to safer places. He replied under date March 25 he was advising American missionaries Chengchow area, also Hsuchang and Chowkiakow, Honan, to withdraw and stated he felt all Americans should be formally advised to retire from Anhwei and Honan Provinces. Embassy telegraphed approval March 26 and is so informing mission offices here requesting that they notify their missionaries to leave those areas.
