The Chargé in the Soviet Union (Hamilton) to the Secretary of State

1593. With reference to my immediately preceding telegram, the article in question is one of the strongest criticisms of one of the United Nations with the exception of Poland which has appeared in the rigidly controlled Soviet Press for some time. It was not carried in Izvestiya. Its publication is an indication of Soviet dissatisfaction with aspects of Soviet-Chinese relations and with the situation in China as between the Chinese Government and Chinese Communists and is a means of bringing pressure on the Chinese Government. This publication of the article is also significant in that it contains (1) exhortations to the Chinese to unite their forces and thus more effectively fight the Japs and (2) fuller references to American aid and technical assistance in China than have previously been mentioned in the Soviet Press.
