Dear Mr. Secretary: I have noted your concurrence in the dispatch of General Stilwell’s proposed message to Chiang Kai-shek, subject—Proposed Observers’ Mission to Communist-controlled Areas in China, as contained in your letter of April 4, 1944.
This matter has been brought to the President’s attention. However, I do not believe final action has been taken.
