353. We doubt whether Chinese will readily agree to a proposal to send American military group to Communist controlled areas but we believe that the effort should be made to do so (re your 238, February 16).
Any group so sent should, in our opinion, be essentially military, for purposes of military information in war against Japs. We suggest inclusion of Second Secretary John Service who (while detailed [Page 346] to Army HQ has had only limited call on his services and outstanding abilities) would provide adequate Foreign Service representation and would in addition give the group a very competent political observer and reporter.
