The Ambassador in China (Gauss) to the Secretary of State

277. I learn from General Hearn, Chief of Staff,53a that General Yu Ta-wei, Chief of Ordnance, Chinese Army, has been discussing with him possible use of United States lend-lease equipment by Chinese Government forces against Chinese Communists. Hearn says he informed Yu that it would be impossible for Chinese successfully to explain to American people such use of American equipment and later after communicating with Stilwell he informed Yu that Stilwell does not wish any of the American equipped forces used in Northwest. In reply to my question, Hearn said War Department had not been informed.
