2077. Personal for the Ambassador. The President has informed me that while General Hurley and Mr. Nelson are his personal representatives to Chiang Kai Shek neither is going to Moscow on instructions from him (ReDeptel 2044, August 26, 7 p.m.). They will, of course, understand that in accordance with established policy on unofficial missions they will be guided by you in any discussions they may have with Soviet officials.
