3913. From Spalding⁷³ to SPC,⁷⁴ Wesson⁷⁵ and to the Department for information. General Fleming is returning to the United States after a very successful trip here. He has visited Dnieperstroi,⁷⁶ Stalino and Leningrad and has discussed reconstruction and housing. Suggest that you can obtain valuable and authoritative information from him in connection with lend-lease problems. Soviet authorities especially foreign trade have been most helpful and cooperative in arranging his visit. [Spalding.]
