3571. Vyshinski requested me to call on him in order to inform me that the Finnish armistice96 would be signed at noon today, Moscow time. The only substantial change in it is that Finland is given 2½ months to transfer its Army to a peace time status (instead of 2 months as in the original terms) and 6 years to pay the indemnity (instead of 5 years).
