292. Department of State memorandum on foreign policy of March 21⁹⁷ seems not to have been reported except in few lines by FNB⁹⁸ from United States of America and was hardly noted in press.

Procopé has referred to memorandum in his cables and there is tendency here to be encouraged by references to rights of small nations.
