With reference to your 3, March 17, 5 p.m. Czecho, you may inform Ripka that the desire of the Czechoslovak Government [Page 517] to enter into a civil affairs arrangement with this Government is being taken under advisement, and we shall communicate with him at a later time when it will be found appropriate to discuss the matter.
