1524. Re my 1523 of November 28, 2 p.m. General Koenig has reported that at 10:45 a.m. on November 25 the United States through its plenipotentiaries appended its signature to the Allied protocol of November 23 [3] declaring that Bulgaria had complied with all pre-armistice requirements. The ceremony took place in [Page 494] Sofia in the presence of British and Soviet representatives. Koenig has now returned to his command at Oran.
