7314. ReDept 7026, August 31, 8 p.m.69 Foreign Office says it had come to regard proposal outlined in British Embassy’s aide-mémoire of August 2070 as out of date and that Russian declaration of war on Bulgaria now completely kills it and that the proposal has been dropped in its entirety.
